Head of Administration, Security, Liaison & Legal Affairs

Job Summary

The Head of Administration, Security, Liaison & Legal Affairs will be responsible for developing and leading administrative operations, corporate security, government liaison, legal coordination, regulatory compliance, and facility management across the organization. The role requires a strategic leader with strong operational discipline, sound legal understanding, and the ability to build effective relationships with internal and external stakeholders.

Key Responsibilities

Administration

  • Develop and implement administration strategies, policies, SOPs, and operational standards.

  • Lead all administrative functions across corporate and branch offices.

  • Oversee office facilities, maintenance, housekeeping, transportation, accommodation, cafeteria, and support services.

  • Manage office infrastructure, space planning, workplace standards, and asset utilization.

  • Ensure effective vendor management, contract administration, and service-level compliance.

  • Prepare and manage departmental budgets while ensuring cost optimization.

  • Monitor administrative KPIs and drive continuous process improvement.

Security Management

  • Develop and implement corporate security policies and security risk management frameworks.

  • Supervise security personnel, outsourced security agencies, and security operations across all locations.

  • Ensure effective CCTV surveillance, access control, visitor management, emergency response, and incident reporting.

  • Conduct security audits, vulnerability assessments, and investigations.

  • Lead crisis management, emergency preparedness, fire safety, evacuation planning, and business continuity initiatives.

  • Protect company assets, confidential information, and physical infrastructure.

Government Liaison

  • Build and maintain strong working relationships with government ministries, regulatory authorities, law enforcement agencies, utility providers, local administration, and other relevant organizations.

  • Coordinate all regulatory approvals, licenses, permits, registrations, certifications, and statutory renewals.

  • Represent the organization before government and regulatory bodies when required.

  • Ensure timely completion of all regulatory documentation and compliance requirements.

  • Monitor regulatory changes and advise management on operational implications.

Legal Affairs

  • Coordinate all legal matters with external legal counsel and relevant stakeholders.

  • Review, draft, and monitor contracts, agreements, MOUs, legal notices, and corporate documents.

  • Maintain proper documentation of all legal cases and ensure timely follow-up.

  • Monitor ongoing litigation and provide regular status updates to management.

  • Support internal investigations, disciplinary actions, dispute resolution, and recovery matters.

  • Identify legal risks and recommend appropriate mitigation measures.

  • Ensure compliance with applicable laws, labor regulations, corporate governance requirements, and internal policies.

Preferred Qualifications

  • Master's degree in Business Administration, Management, Public Administration, Law, or a related discipline.

  • Candidates with an LLB or LLM will receive preference.

Experience Requirement

  • 12 to 18 years of professional experience.

  • At least 5 years in a senior leadership role overseeing Administration, Security, Liaison, or Legal Affairs.

  • Experience in a large corporate group or multi-business organization will be highly preferred.


Key Competencies

  • Retired Bangladesh Armed Forces officers with a minimum rank of Major will be given preference. 

  • Strong leadership and people management skills.

  • Excellent knowledge of administration, facility management, and corporate security.

  • Sound understanding of legal documentation, contract management, and regulatory compliance.

  • Strong liaison capability with government and regulatory agencies.

  • Experience handling investigations, crisis management, and organizational risk.

  • Excellent negotiation, communication, and stakeholder management skills.

  • Strong analytical and decision-making ability.

  • High level of integrity, professionalism, and confidentiality.

  • Proficiency in Microsoft Office and ERP-based administrative systems.
